1. Meeting was called to order by President Yusuf Quidwai at 9:15 AM 2. Status of Board members There are opening in ESD 105 and 123. There will be an opening in ESD 112 when the fall TSE conference takes place. The September board meeting will be the last one for Fred Kellogg. 3. Consent Agenda items:
Senior Driving Report-Gerry
Gerry mentioned that one of his instructors-Gerald Abernathy passed away in May. Several of the board members stated that the senior driving instructors should be paid for teaching this class. David stated that he was interested in teaching the class and would do a cost analysis of the program. Skeet stated he would advertise this program on the WTSEA website.

Gerry mentioned that the NSSP conference would be held in Portland, Oregon next July in conjunction with the ADTSEA conference.

Treasurer’s report- Skeet Currently, we have $15,718.66 in the checking account which is 6 % more than we had last year at this time. A motion was made by Mike Shephard and seconded by David that we accept the treasurer’s report. The motion passed.
Website report - Skeet and Teri Gaul
Gerry will send information to Teri about the NSSP/ADTSEA conference that will be held in Portland next July. It was mentioned by Yusuf that those individuals that are receiving stipends from WTSEA should keep track of the hours they put in.
Old Business: A letter from Yusuf to school superintendents, principals and TSE Coordinators. Yusuf stated that whoever is should discuss both the commercial and public school regulations. He stated that commercial schools only have to teach one class to students per year to be able to provide the DOL written and skills test.Commercial schools can have their employees give just the skills test, knowledge test or both. Yusuf stated that he will present his letter at this year’s fall TSE conference, then fine tune it and have it sent out to all the school districts that have TSE programs.
Yusuf mentioned that we need to know more about the CWU program so we can promote it on our website.
It was mentioned by Garry that a lot of college students are getting their master’s degree by taking online courses. Yusuf stated that Rich Hansen from Oregon is teaching the ADTSEA 3.0 curriculum in such states as Vermont and Oregon. It is an interactive program. He hires people to do the behind-the-wheel instruction in those states. There are four classes provided and the cost is $2000.Rich is willing to talk to Scott Callahan about this on-line and interactive program. Scott does not want to promote an on-line program or work with instructors he does not know. He wants all instructors to be trained thru CWU. He does not want to see all of these special programs that are taught by the ESD’s or the individual school districts.
Yusuf would like to see WTSEA hire a lobbyist which would cost between $10,000 and $15,000.That means that all WTSEA members will need to contribute to the cost of paying for this lobbyist. He will ask the members at the fall conference if they want a lobbyist and if the members will pay for it. It was mentioned by Skeet that a fact sheet should be developed for the conference attendees and Yusuf stated that this was a good idea. Plus, he will mention the purpose of having a lobbyist.
Clock Hours- David David Slipp will now be in charge of handling clock hours for TSE conferences. Yusuf stated that we will offer clock hours for the Pacific Northwest conference in Oregon, the Montana, PDSA, ADTSEA and any other state conferences. WTSEA will not be a clock hour provider for ESD workshops
2015 ADTSEA conference hi-lights-Yusuf Yusuf felt there needs to be more hands-on workshops for classroom and behind-the-wheel instructors. Most of the general sessions and workshops are geared towards state directors and researchers. He felt that $300 was too much to pay for a conference when very little classroom information can be taken back by the instructors. Gerry mentioned that the Oregon delegation needs to work with Allyn Workman from Missouri to make sure there are more workshops geared towards secondary TSE teachers. Mike mentioned that the motivational speakers were very good but that it did NOT give the teachers anything that could be used back in their classroom.
Wendy Bills from Utah is running for President-Elect and Yusuf is running for the Northwest Regional Representative position.

Door prizes- David The main door prize will be given out at the end of the day. The main door prize will be a conference registration for next year’s conference in Wenatchee. This free registration will be in honor of John Harvey. David mentioned that we buy more of the booklets on the Washington state TSE RCW’s. The cost of these booklets are $12.00 each. Chuck will bring a roll of tickets and these tickets will be put in the name tag envelop. There will be a separate room for the door prizes. A motion was made by Gale and seconded by Fred that we raise the amount for purchasing door prizes to $600 which would include the purchase of the RCW booklets. The motion passed.
Attendee badges will be made by Skeet and Teri.
Registration packets will be put together on Friday, October 9th before the conference registration.
Stamping the cards- Skeet is picking up the stamps and producing the cards which will be a different color for Friday and Saturday.
Polo shirts- The board members will wear the same color polo shirt (Maui blue) and it will say board member on each polo shirt. The polo shirts will be embroidered with the WTSEA logo on them.WTSEA will not subsidize the cost of the polo shirts and the cost of these polo shirts will be between $22 and $25 plus tax.The board members will have a separate colored polo shirt from the rest of the conference attendees. The conference attendees will order the shirts from the Crosswynd Designs website. Gerry will pick up the polo shirts the day before the conference from Becky Adams who is the owner of Crosswynd Designs in Shelton.
Technology- Mike Shephard asked Gerry that he call the Red Lion in Bellevue and ask them if they would provide all the AV equipment we need and if there is a person at the hotel who will be available in case there is a technology glitch. Skeet mentioned that he will send out an AV request to all of the workshop and general session speakers to see what their needs are.
Stamping cards- There will be a board member in each room to stamp the cards at the end of each session. The board member will be given a bio for the speaker they introduce and the introduction of the speaker should be kept short.
Awards-Chuck mentioned that two people have been nominated for the Cliff Boyce Award but that someone needs to nominate a person for the Distinguished Service Award.
2015-2016 Budget We will take another look at this budget during the September board meeting.
CWU scholarship This will be discussed at the September board meeting.
The next board meeting will be on September 19th at CWU starting at 9 AM
