Board Members Present:Mike Shephard (President); Yusuf Quidwai (Past President); Gerald Apple (Coordinating Secretary); Skeet Gaul (Treasurer); Scott Calahan (University Representative); David Slipp (ESD#113); John Clark (ESD #105); Gale Wilson (ESD 1#189) and Alex Hansen (President-Elect) was on the phone.
Meeting Called to Order by Yusuf Quidwai. Yusuf gave some opening remarks. He mentioned that WTSEA leadership should send a survey to its membership with suggestions on what WTSEA should accomplish in the future.In this survey, the members would be able to state if they think this is good goal or not.Plus, the members could write their own comments on what WTSEA should accomplish in the future. Then he turned the meeting over Mike Shephard who led the rest of the meeting.

A motion was made by Yusuf and seconded David Slipp to accept the consent agenda items. The motion passed.
3. 2017 Fall conference update-Gerry and Skeet Gerry mentioned that the fall conference agenda is set except for having a keynote speaker on Saturday morning.He stated that Dr. Allen Robinson (CEO of ADTSEA) is willing to be the keynote speaker if ADTSEA receives funding from NHTSA to travel to conferences. Yusuf suggested that Scott Calahan be the keynote speaker. Scott mentioned that he would get back to Skeet and Gerry in a week and let them know if he would be able to be the keynote speaker. It was mentioned that attendance at the fall conference in Renton on October 13th and 14th will probably be lower because of the following conferences that will be held this year:
PDSA conference in the spring
4 PDSA conferences this fall
Pacific Northwest Conference in Portland on March 3rd thru 5th
4. Budget for 2017-2018- Skeet. Skeet will introduce the budget for 2017-2018 at the April board meeting and the final approval of this budget will be made at the September board meeting 5. Elections- ballots for 2016-2017 The board will discuss the election process in more detail at the April board meeting.At the fall TSE conference, the WTSEA board will hand out in the morning at registration the ballots and then collect the ballots at lunch.WTSEA might need to make some changes to the constitution concerning the election process.The amendments to the constitution would need to be approved by the general membership before the elections were held. Skeet mentioned that we should NOT wait until the fall conference to hold the elections.This would require changes to the constitution.According to the constitution, the new president should take over by September 1st.
6. DTSEA Conference this summer in Sacramento Mike Shephard and Gerry will be representing WTSEA at this conference.Both Mike and Yusuf are currently serving on the ADTSEA board of directors.The conference will be held on July 16th thru 19th.The registration fee for conference is $350. 7. Resignation of board members. The WTSEA board accepted the resignation of Fred Kellogg with regrets as the board representative for ESD #112.
8. Legislative Liaison report-Alex Hansen Alex gave the board a one hour report on SHB 1481 by way of phone.He appreciated Skeet and Teri for updating the WTSEA website on the progress and main points of Substitute HB 1481. He mentioned that Representative Hayes did not understand what “double licensing” meant.Alex mentioned that the legislature can NOT change the rules concerning a teaching certificate or endorsement.This will probably result in some school districts dropping their TSE programs. Representative Hayes asked Alex to work with Deb Grenier concerning changes to HB 1481.They went thru the bill sentence by sentence and agreed on the changes that needed to be made.Unfortunately, Representative Hayes did NOT include any of these changes in SHB 1481.
Alex mentioned that this bill will pass in the House of Representatives and Senate because it is a non-partisan bill. The only two positive things that came of this bill is that certificated TSE teachers will NOT need to take the DOL exam or pay the initial DOL licensing fee.
According to SHB 1481, conditional TSE teachers will have to be retrained by DOL.Plus, there is no grandfather clause to this bill-It will not cover lifetime certificated teachers.
If SHB 1481 passes this legislative session, CWU will no longer provide TSE endorsements.In SHB 1481, it stated that CWU would develop a TSE curriculum for TSE teachers and NOT be required to trained teachers.According to Scott, CWU will not develop the new TSE curriculum.
At this board meeting 8 members were opposed to the bill and one abstained.2 board members that were NOT at the meeting, emailed in their response by opposing the bill.
Where does WTSEA go from here? Skeet will send out a survey to ALL WTSEA members.He will get help from Alex in wording the survey.In the survey members need to state why they are for or opposed to the bill.
Plus, our board members need to talk to our superintendents to encourage them to testify at the senate hearing on this bill. It will not help our cause if we just have several WTSEA members testify against the bill.
